Barack Obama's election as President has generated all sorts of speculation as to possible progressive directions that US social policy might take in the next few years. Is the time ripe for a US version of the Child Trust Fund under which every child receives a grant at birth which accumulates as they grow up to ensure everyone has some capital on their 18th birthday?
